If a person performing Hajj is prevented (muhsar), he has the option to dissolve the state of Ihram (tahallul). This is because if dissolving Ihram is permissible in valid Hajj, it is more appropriate in an invalid Hajj. If he dissolves the Ihram and the impediment is removed while there is still sufficient time, he may perform the Qada (make up) in that same year. Making up the Hajj in the year the original Hajj was spoiled is generally not conceived outside of this specific instance.
