What is the ruling if a pilgrim enters Ihram from the *Hill* area but does not subsequently traverse the *Haram* area?

A sacrifice (*dam*) is incumbent upon the pilgrim who enters Ihram from the *Hill* area but does not enter or traverse the *Haram* area. This is because the pilgrim failed to combine the state of Ihram established in the *Hill* with entry into the *Haram* territory.
