What is the ruling if a pilgrim intends to exit the state of Ihram before offering the sacrifice (Hady) or fasting?

If a pilgrim intends to exit Ihram before offering the Hady or completing the fast, the pilgrim remains bound by the state of Ihram until the sacrifice is made or the fast is completed. This is because the sacrifice and the fast are established as substitutes for the acts of Hajj itself, and therefore, exiting the state of Ihram cannot precede them, similar to how one capable of performing the Hajj rites cannot exit the state of Ihram before performing them.

No expiation (Fidyah) is required upon the pilgrim for the mere intention to exit Ihram, because this intention had no effect on the validity or completion of the prescribed ritual obligation. However, if the pilgrim commits any act prohibited during Ihram before fulfilling the requirement (Hady or fast), the expiation for that prohibited act is obligatory, just as it would be for a pilgrim capable of performing the full rites who commits a prohibited act before completing them.
