What is the ruling if the pilgrim performing Tamattu' cannot find a Hady?

If the Mutamatti' pilgrim cannot find the Hady, he transitions to fasting three days during the Hajj period and seven days upon returning home, completing a total of ten days. There is no known disagreement among the scholars on this transition. The ability to afford the Hady must be assessed at its required time and place. If the pilgrim lacks the means at that specific location, the transition to fasting is permissible, even if he possesses the means in his home city. This is because the obligation of the Hady is time-bound, and for obligations that are time-bound, the capacity to fulfill them must be considered at the place of obligation, similar to how the lack of water in its required location necessitates the transition to Tayammum (dry ablution).
