If the prevention is from acts that are not pillars of Hajj, such as Ramy, Tawaf al-Wada', or staying overnight in Muzdalifah or Mina during their prescribed nights, the pilgrim is not permitted to exit Ihram (tahallul). The validity of the Hajj does not depend upon these specific actions. The pilgrim owes a penalty (damm) for leaving these obligations, but the Hajj remains valid, similar to if they were left without prevention.
