If a pilgrim is prevented from performing Tawaf al-Ifadah after completing the stoning ritual (Ramy al-Jamrah), he is not permitted to exit Ihram. This is because the state of Ihram, whose prohibitions are lifted by tahallul, only pertains to the complete Ihram that prohibits all restricted acts. Tahallul is not established by that which is not equivalent to the complete state. When the prevention is lifted, he must perform the Tawaf, and his Hajj will then be complete.
