What is the ruling for a pilgrim who is prevented from reaching the Kaaba after standing at Arafat?

If a pilgrim is prevented from reaching the Kaaba after performing the standing at Arafat (Wuquf bi Arafah), he is permitted to exit the state of Ihram (tahallul). This is because prevention from a major pillar (Rukn) grants permission to exit from the entire Hajj, thus it grants permission to exit from part of it.
