If a person residing in Mecca departs for Hajj but intends to return and reside in Mecca upon coming back, they must perform complete prayers in Mina and Arafah. This ruling is exemplified by the action of Ibn Umar.

If the person does not intend to reside in Mecca upon return, they pray two rak'ahs (shortened) after their departure.
