It is obligatory to raise the voice when reciting the Talbiyah. This is based on the narration where the Prophet, peace be upon him, stated that Gabriel commanded him to order his companions to raise their voices with the Ihram and the Talbiyah. This hadith was narrated by Al-Nasa'i, Abu Dawud, and Al-Tirmidhi, who classified it as Hasan Sahih (good and authentic). Companions, such as Anas, Ibn Umar, and others, were known to shout the Talbiyah loudly, to the extent that their throats would become hoarse, as reported by Anas and documented regarding Ibn Umar's practice. However, one must not exert oneself beyond capability to the point of voice exhaustion, which would interrupt the Talbiyah itself.
