What is the ruling regarding expiation for direct contact below the external genitalia without ejaculation while in Ihram?

If there is no ejaculation from direct contact below the external genitalia, the Hajj is not invalidated. A sheep is due. This is supported by the fact that it is mere touching without ejaculation, resembling simple touching or contact not requiring ritual washing (ghusl).

Al-Hasan stated that striking one's hand upon a female slave's genitalia requires a camel. Sa'id ibn Jubayr narrated that if one attains that which is less than intercourse, a cow is due.
