The apparent position of Al-Kharaqi indicates that one whose residence is outside the Haram, yet close to it, must perform the farewell circumambulation of the Kaaba before departing. This is the view held by Abu Thawr and is consistent with the position of Malik, as narrated by Ibn al-Qasim.

Supporting text

The Companions of the People of Opinion (Ahl al-Ra'y) consider the residents of Bustan Ibn 'Amir and those near the fixed boundary points (Mawaqit) to be in the same position as the residents of Mecca regarding the farewell circumambulation. Their reasoning is that these individuals are counted among those present at the Sacred Mosque, evidenced by the fact that the sacrifice (dam) required for Umrah Tamattu' is waived for them.
