What is the ruling regarding the Friday prayer if the Day of Tarwiyah coincides with Friday?

If the Day of Tarwiyah coincides with a Friday, a person for whom the Friday prayer is obligatory must remain in Mecca until after performing the Friday prayer if they delay their departure from Mecca until after the sun passes its zenith (Zawal), because the Friday prayer is obligatory while departing for Mina at that time is not obligatory. If they choose to depart before the zenith passes, they may do so, as historical precedent shows departure occurred at that time.

Ata observed that some leaders performed Jumu'ah prayer in Mecca with a Khutbah, while others did not perform Jumu'ah or Khutbah. If the Imam departs, he should instruct someone left behind to lead the people in the Jumu'ah prayer. Ahmad stated that if the governor of Mecca is in Mecca on Friday, he leads the people in Jumu'ah there, but he should not ride from Mina to Mecca to lead it if he is already established in Mecca.
