The ruling of Tamattu' is for all time, not specific to the companions. This is established by the explicit command of the Prophet (peace be upon him) to questioner Sarraqah ibn Malik that the permission for Umrah within the months of Hajj is eternal. The companions who suggested it was exclusive, such as Abu Dharr, contradicted the explicit text of the Quran {So whoever performs 'Umrah for Hajj...} (Quran 2:196), which is general in scope, and the consensus of Muslims across all eras on its permissibility, even if they differed on its preference. Major companions like 'Ali, Sa'd, Ibn 'Abbas, and 'Imran ibn Husayn affirmed its perpetual validity.

The narration from Abu Dharr suggesting exclusivity is refuted by numerous authentic hadiths showing the Prophet (peace be upon him) himself performing it and commanding his companions to switch to it, as well as the subsequent disagreement and refutation of those who forbade it, such as 'Umar and 'Uthman, by figures like 'Aisha and Ibn 'Umar, who argued that their understanding contradicted the explicit text of the Quran and the actions of the Prophet (peace be upon him).
