There is a narration stating that shaving three hairs necessitates *damm*, similar to the ruling for shaving the entire head. The position adopted by the Qadi (Judge) is that this is the established madhhab (school).

The reasoning behind not mandating *damm* for three hairs is that three represents the minimum extent, being the end point of smallness, thus resembling one or two hairs, while four is considered a significant amount, placing it closer to a quarter or more.
