Prayer is shortened in Mina (specifically in Masjid al-Khayf), as the Prophet, peace and blessings be upon him, and his companions used to pray two rak'ahs there. Ibn Mas'ud narrated that he prayed two rak'ahs with the Prophet, Abu Bakr, 'Umar, and 'Uthman during the beginning of his caliphate, all performing two rak'ahs.

This ruling of shortening the prayer applies only when the Imam is deemed upright and righteous (*mardi*). If the Imam is not upright, one should pray the complete number of rak'ahs in their lodging with their traveling companions.
