What is the ruling for someone who fears missing Hajj if they return to the Miqat point?

If one fears missing Hajj by returning to the Miqat, they must enter Ihram from their current location. Those who hold this view are favored. The evidence for this is that if observing the Miqat were an essential pillar (rukn) of Hajj, the ruling would not differ based on people and places, similar to the standing at Arafat (Waqf) and the Tawaf.
