What is the ruling for someone prevented from returning to the Miqat for reasons other than fear of missing Hajj?

If one is prevented from returning to the Miqat due to the lack of an accompanying group (rafqah), fear of an enemy, thief, or illness, or inability to know the route, and similar impediments preventing return, their ruling is the same as the one fearing missing Hajj: they must enter Ihram from their location and owe a sacrificial animal (Dam).
