What is the ruling on the two rak'ahs (units of prayer) following Tawaf (circumambulation)?

The two rak'ahs following Tawaf are confirmed Sunnah (highly recommended practice) and not obligatory. This view is held by Malik. The evidence for this ruling is the statement of the Prophet (peace be upon him): 'Five prayers has Allah ordained upon the servant; whoever preserves them, Allah has a covenant with Him to admit him to Paradise,' indicating these two rak'ahs are not among the obligatory prayers. Furthermore, when the Bedouin asked the Prophet (peace be upon him) about the obligatory prayers, he mentioned the five daily prayers, and when asked if there was anything else obligatory, he replied, 'No, unless you volunteer (perform supererogatory deeds).' Another supporting argument is that since these prayers were not legislated with a congregational requirement, they are not obligatory, similar to other voluntary prayers.

Al-Shafi'i holds two opinions regarding these rak'ahs; one is that they are obligatory because they follow the Tawaf, similar to the obligatory Sa'i (running between Safa and Marwa).
