If uncertainty remains while standing at Arafat after Tawaf and Sa'i, the person should treat the original intention as Umrah, perform shortening (taqsir), and then enter Ihram for Hajj. If the forgotten ritual was Umrah, they have performed Hajj Tamattu' correctly. If the forgotten ritual was Ifrad or Qiran, their shortening does not invalidate the original entry into Ihram. A penalty (damm) is obligatory in all cases, as they are either a Mutamatti' owing the penalty for Tamattu', or they are not Mutamatti' and are liable for a penalty due to shortening (taqsir).
