What is the ruling if the verbal utterance contradicts the internal intention upon entering Ihram?

If a person verbally states something different from what they intended internally—for instance, intending Umrah but verbally stating Hajj, or vice versa—the ritual corresponding to the internal intention is established, not the utterance. The established ruling is based solely on the intention because intention is the obligatory element upon which reliance rests, and the utterance has no legal weight in this context. Ibn Al-Mundhir stated that all known scholars agree upon this ruling, as the word carries no weight when it conflicts with the requisite intention, similar to how conflicting intentions do not affect rituals where utterance is conditioned upon intention.
