There is no difference of opinion that the husband has the right to prevent his wife from setting out for voluntary Hajj and entering Ihram for it. Scholars whose views are recorded, including Ibn al-Mundhir, agree on this. This is because voluntary Hajj infringes upon the husband's right, granting him the right to forbid it, similar to 'itikaf (seclusion in the mosque).
