Is the sacrifice of Tamattu' obligatory upon a resident of Makkah who travels temporarily and then performs 'Umrah from the Miqat or performs Hajj in the same year after shortening his hair?

If a resident of Makkah travels temporarily, not as a permanent relocation, and then returns to perform 'Umrah from the designated Miqat, or shortens his hair and performs Hajj in the same year, no sacrifice is incumbent upon him. This is because the temporary travel does not remove his status as one of those present at the Sacred Mosque (Hadir al-Masjid al-Haram).
