Is sexual intercourse involving actions less than full penetration, such as kissing, touching, or pre-ejaculatory fluid (Mazi) resulting from repeated gazing, subject to the same ruling regarding intent and forgetfulness as full intercourse?

Primary text
Actions less than full intercourse, such as kissing, touching, or seminal discharge due to repeated gazing, are differentiated regarding intent and forgetfulness, unlike full intercourse. It is deduced that full intercourse should be treated similarly to these lesser acts because forgetfulness in intercourse is rare, and importantly, intercourse alone invalidates the fast while lesser acts do not, thus equating intent and forgetfulness only for intercourse.
