Is shaving or shortening the hair (halq or taqsir) obligatory upon dissolving Ihram due to being prevented, after offering the hady or completing the fast?

Primary text

One narration from Ahmad suggests that shaving or shortening the hair is not obligatory because the Almighty only mentioned the hady in the Quran and did not stipulate anything else. The supporting evidence is that God Almighty only mentioned the offering of the hady and did not stipulate anything besides it.

Supporting text

The second narration from Ahmad, and the view derived from the apparent statement of Al-Khiraqi, mandates shaving or shortening the hair. This is supported by the Prophet's (peace be upon him) action of shaving on the Day of Hudaybiyyah, indicating its necessity in the ritual act. This difference may hinge on whether shaving is considered a ritual act itself or merely a release from a prohibition.
