Shortening of prayer is not permissible for the residents of Mecca. This view is held by Ata, Mujahid, Al-Zuhri, Ibn Jurayh, Al-Thawri, Yahya Al-Qattan, Al-Shafi'i, the companions of 'Ra'y (Hanafi school), and Ibn al-Mundhir. The supporting argument is that they are not considered to be on a long journey, thus Qasr is not permitted, similar to those in Arafah and Muzdalifah.
