What are the specific circumstances when the Talbiyah is strongly recommended?

The Talbiyah is strongly recommended when meeting a rider, ascending a hill, or descending a valley, as narrated from Jabir concerning the Prophet's Farewell Pilgrimage. It is also recommended after the obligatory prayers and during the latter part of the night. Ibrahim Al-Nakha'i narrated that the companions recommended it after obligatory prayers, when descending a valley, ascending a high ground, meeting a rider, and when their mount became steady. Al-Shafi'i adopted this position.
