The Umrah performed by someone initiating their Ihram from the nearest boundary of the Haram (Adna al-Hill) suffices for the obligatory Umrah. This is inferred from the fact that if the Umrah of the Qarin suffices (which includes an Umrah performed from the nearest boundary), it is valid. Furthermore, since a mere Tawaaf suffices for the Umrah of a resident of Mecca (Makki), it is more appropriate that an Umrah which includes Tawaaf and other rites suffices for one outside Mecca.

There is a reported opinion from Ahmad stating that Umrah from the nearest boundary of the Haram does not suffice for the obligatory Umrah, asserting that it must originate from a distance of four miles.
