Where must an unrestricted or specified Hady vow be slaughtered and distributed?
Chapter on Ransom (Fidyah) and Penalty for Hunting
Al-Mughni
Book of Hajj
Primary text
If a Hady is vowed absolutely or specified, and its location is left unrestricted, it is obligatory to deliver it to the poor of the Haram (Sanctuary). This is based on the Quranic statement: {Then its destination is the Ancient House} (Quran 22:33), and because the vow must be interpreted according to the established practice in Sharia, where obligatory Hadies, like those for Mut'ah and Qiran, must be slaughtered in the Haram.

Abu Hanifa permits slaughtering it wherever one wishes, similar to a vow of charity involving a sheep. However, if the vower specifies a location outside the Haram for slaughter, it becomes obligatory to slaughter it there and distribute the meat to the poor of the Haram. This is supported by the report that the Prophet, peace be upon him, permitted a man to fulfill his vow to sacrifice at Bawana after confirming it was free from idols.
