Does highway robbery by *Ahl al-Dhimma* (protected non-Muslim subjects) nullify their covenant?

If the *Ahl al-Dhimma* cut roads, or if a *Dhimmi* is among Muslim highway robbers, there are two narrations regarding the nullification of their covenant. If it is ruled that their covenant is nullified, their lives and property become permissible under all circumstances.
