Is testimony accepted if two just men testify that a man committed highway robbery against another person?

The testimony of two just men stating, 'We testify that this man committed highway robbery against so-and-so, and seized his property,' is accepted. The judge is not to question them regarding whether the accused committed robbery against them as well, because the judge should only question them if they claimed a right against the accused.
