The hand of a Muslim is cut off for stealing the property of a Muslim. The proof is that he stole protected property from its proper guarded place (Hirz Mithli), thus the cutting is incumbent, similar to the thief of a Dhimmi's property.

According to Abu Hanifa, the cutting is not obligatory.
