Is the hanging of a thief's severed hand around his neck recommended?

It is recommended (*yusann*) to hang the severed hand of a thief around his neck after the amputation. This is supported by the narration from Fudalah ibn Ubayd that the Prophet (peace be upon him) ordered the hand of a thief, after it was cut off, to be hung around his neck. This practice was also enacted by Ali (may Allah be pleased with him). The rationale for this recommendation lies in its deterrent and prohibitive effect.
