How is the punishment calculated if the proportion of freedom is fractional (e.g., one-third free)?

If the proportion is fractional, such as one-third freedom, the required lashes would be two-thirds of the free person's punishment. If the calculation results in a fraction of a lash, the fractional part should be dropped, based on the principle that if a penalty lies between obligation and omission, it is omitted.
