Is the requirement of exile distance being 'masafat al-qasr' (distance of Qasr) absolute for exile?

It is plausible from the statements of Ahmad that the measure of Qasr is not strictly required for exile. He stated in one narration that a person is exiled from his area of work to another area of work. Ishaq stated that exile from one major city (misr) to another is permissible. Ibn Abi Layla held a similar view, because the prescribed exile is absolute and unqualified, encompassing the minimum extent to which the term 'exile' (nafy) applies. The Qasr distance is designated as travel, permitting Tayammum and voluntary prayers (nawafil) on a mount.

Abu Thawr and Ibn al-Mundhir stated that exiling someone to another village even if separated by a mile or less is permissible.
