What is the ruling on reporting neighbors who consume alcohol to the Sultan?

When a person possesses knowledge that his neighbors consume alcohol and inquires whether he should report them to the authority (Sultan), the answer relies upon the principle of covering the faults of Muslims. Uqba ibn Amir stated that he heard the Messenger of Allah (peace be upon him) say: "Whoever covers the private fault (awrah) of a Muslim, Allah will cover his fault in this world and the Hereafter."
