What is the ruling if the thief's right hand is paralyzed (shalla)?

Regarding a thief whose right hand is paralyzed, there are two narrations. The first states the left foot is amputated because the paralyzed hand has no benefit or beauty, resembling a hand without fingers. Ibrahim al-Harbi narrated from Ahmad that the foot is cut if the right hand is desiccated (jaffah). The second narration requires consulting experts. If they state that severing the paralyzed hand would stop the bleeding and seal the veins, the right hand must be severed, just as if it were healthy. If they state the bleeding would not stop, the hand is not cut to avoid risking the person's life, and the foot is amputated. This latter view is the position of Al-Shafi'i.
