When two witnesses testify and the accused confesses twice, the required evidentiary standard for conviction is not met, and the prescribed punishment (*hadd*) is not obligatory. This view is held by the companions of *Ra'y* (the jurists who prioritized reasoning). The basis is that neither of the two pieces of evidence (the testimony or the confession) is complete on its own, and they cannot be combined (*talfeeq*) with each other, similar to how a partial confession is not counted.
