The sanctity of the city of the Prophet (peace be upon him) does not prevent the establishment of a prescribed punishment (hadd) or retribution (qisas). This is because the specific textual proof (nass) mentioned refers only to the Sanctuary of Allah the Almighty (Haram Allah), and the sanctuary of Al-Madinah is subordinate to it in sanctity. Therefore, an analogy (qiyas) to forbid execution there is invalid.
