Abu Bakr states that there is no amputation for stealing fodder or salt because these are things in which the law encourages public sharing, making them analogous to water. Abu Ishaq bin Shaqila holds that amputation is applicable because these items are typically possessed as property, making them analogous to straw (tibin) and barley (sha'ir).
