If the value of the stolen item decreases below the nisab before the act of theft is completed, is amputation incumbent?

If the nisab decreases before the completion of the theft, amputation is not incumbent because the condition (nisab) was absent before the cause (theft) was fully realized. This applies whether the decrease was due to the thief's action or independent of it.
