The ruling concerning all other disbelievers, such as idolaters and heretics, is the same as that for Magians: their slaughtered meat and hunted game are forbidden, except for fish and locusts, and all other animals whose carrion is permissible. What they hunt is lawful because it does not exceed mere death without a cause, based on the Hadith: 'Two kinds of dead animals have been made lawful for us: fish and locusts.' Concerning the sea, the Prophet (peace be upon him) stated: 'Its water is purifying, and its dead animal is lawful.'

The justification for this exception is that for these animals, their carrion is lawful anyway (like fish and locusts), so the act of the non-Muslim in taking them does not constitute a prohibition that exceeds their inherent permissibility upon death without ritual slaughter.
