There is no distinction regarding the permissibility of the slaughter between a righteous (adl) and a sinful (fasiq) Muslim, or between righteous and sinful People of the Book.

Supporting text

There is a reported view from Ibn Abbas and Imam Ahmad that the slaughter of an uncircumcised person (aqlaf) is not eaten. However, the correct position is that it is permissible, as he is a Muslim and is treated like other Muslims. If the slaughter of an adulterer, slanderer, or wine drinker, despite their sinfulness, and the slaughter of a Christian who is an uncircumcised disbeliever are permitted, then a Muslim, regardless of circumcision status, is more deserving of being accepted.
