The narration attributed to Khalid, which prohibits horse meat, lacks a sound chain of transmission (isnad jayyid). Ahmad stated that it contains two unknown narrators, and that Thawr narrates it from an unknown man. Therefore, established traditions permitting horse meat should not be abandoned due to such a rejected (munkar) hadith.
