Al-Khabarī stated that the mother receives one-fourth, and her being blocked (from one-sixth) is quantified by the portion of the sister's freedom, similar to how the half-status of a daughter blocks her share. The distinction is that blocking by a child is absolute, whereas blocking by siblings is quantified by two individuals, which is not met by less than two.
