It is recommended to publicly declare the imposition of Hajr (legal restriction) upon an individual. This is done so that people avoid dealing with him, preventing harm to others through the loss of their wealth. Bearing witness to the Hajr is also recommended so that the declaration spreads widely. This is done so that if the ruling judge is removed or passes away, the restriction remains established with the next authority, who will then implement it without requiring the initiation of a second declaration of Hajr.
