If a man from whom Jumu'ah is waived, like a sick person or one with a valid excuse, wishes to perform i'tikaf in a mosque where Jumu'ah is not held, it should be permitted for him because the obligation of Jumu'ah is lifted from him, akin to the ruling for a woman.

Supporting text

It is suggested that it might not be permissible because he is fundamentally one obligated to Jumu'ah, and if he undertakes an act he is not strictly obligated to perform (i'tikaf), he should fulfill the surrounding conditions of the ideal form (i.e., a mosque with Jumu'ah).
