What constitutes sufficient fulfillment of the collective obligation of Jihad?

The sufficiency in Jihad means that a group arises to fight who are capable of repelling the enemy, either by being established soldiers with official registers for this purpose, or by voluntarily preparing themselves such that their presence ensures defense should the enemy attack. This includes having forces stationed at the frontiers to repel the enemy and sending out raiding parties annually into enemy territory.
