Is it permissible for the inhabitants of a town to fortify themselves when the enemy approaches?

It is permissible for the inhabitants of a town to fortify themselves against the enemy, even if the enemy is more than half their number, provided they expect reinforcements or strength to arrive. This action is not considered turning away in retreat (tawalli). Retreat only occurs after engaging the enemy in battle.
