Is the killer entitled to the *salab* if they do not deserve a share (*sahm*) or compensatory amount (*radkh*)?

If the killer is someone not entitled to a share or a compensatory amount, such as an agitator (*murjif*), a disheartener (*mukhaddil*), or one who aids the enemies of the Muslims, they do not deserve the *salab*, even if they kill an enemy. This is the view of Al-Shafi'i because such individuals are not considered people of *jihad* (holy struggle).
