Every group of people should initiate conflict against those adjacent to them. However, if a region lacks sufficient manpower to confront its neighbors, people should be transferred from other regions to reinforce them. The Amir is strictly commanded not to lead the Muslims into a perilous situation (*mahlakah*) nor order them into a tunnel or pit (*matmurah*) where death is feared.

If the Amir commits such an error, he has done wrong and must seek forgiveness from God Almighty. However, he is not liable for blood money (*'aql*) or expiation (*kaffarah*) if one person perishes while obeying him, as the soldier acted voluntarily with full knowledge.
